In Uzbekistan, since the establishment of the Ministry of Pre-School Education in 2017, pre-school facilities have been expanded and the percentage of children receiving pre-school education nationwide has increased from 27.7 percent (in 2017) to 60.9 percent (in 2020). As for children with disabilities, 71 multifunctional special needs education facilities for children with disabilities have been established nationwide for preschool disabilities (as of 2020), and approximately 5,500 (as of March 2021) of the 40,000 children with disabilities (ages 2-7, 2018) nationwide are attending these facilities. Under these circumstances, the Law on Pre-School Education and Development, enacted in December 2019, calls for the improvement of special support education and the expansion of inclusive education. Practical knowledge and skills in special support education are the foundation of inclusive educational practices, and the improvement of the abilities of childcare workers and teachers and the improvement of disability Improvement of care and education for children with disabilities is an important issue not only for special support education but also for inclusive education.
This cooperation will strengthen the capacity of trainers of in-service teacher training on inclusive education and develop an in-service teacher training program on inclusive education for child care workers and teachers in pre-school education facilities and first grade teachers based on the knowledge and skills of special needs education in the country, thereby establishing the institutional basis for the training. This will contribute to the establishment of an institutional foundation for this training, and to the implementation of appropriate care and education for children with disabilities during their schooling by childcare workers and teachers in preschool education facilities and first grade teachers.
