Abidjan, the former capital of Cote d’Ivoire, has experienced a rapid population growth without systematic infrastructure investment and urban development due to the political crisis and domestic division from 1999 to 2011, and is facing challenges such as uncontrolled urban expansion, aging and deteriorating services of various infrastructures, and capacity shortage. Japan implemented the technical assistance “Project for Formulation of Urban Development Plan for Greater Abidjan Area” (2013-2015) to support the formulation of an Urban Master Plan and Urban Transportation Master Plan for Greater Abidjan Area with the target year of 2030. This urban master plan (SDUGA) has been widely used by the government and aid agencies and has led to the realization of many of the proposed priority projects in the urban transportation sector. However, several challenges have emerged in the process of urban development in accordance with the SDUGA. This cooperation will contribute to the promotion of sustainable urban development by strengthening the city’s capacity for efficient implementation of SDUGA, by supporting the establishment and operation of a committee to promote and monitor SDUGA implementation in the city, assisting in improving the effectiveness of urban development management at the district level, and updating urban transportation plans.
