Compared to the early 1990s after the civil war, Cambodia’s public healthcare service delivery system has improved in terms of both quality and quantity, and a basic healthcare service delivery system is now in place, mainly in the capital city of Phnom Penh. However, the number of healthcare facilities, including the number of hospital beds, and the number of healthcare workers have not reached the level required to achieve universal health coverage as indicated by WHO. Among the reasons for this is a significant shortage of human resources at public medical facilities, and securing healthcare human resources, especially in rural areas, and improving services are top priorities. However, due to the lack of a systematic post-graduate training system for nurses, there is a lack of opportunities to update knowledge and skills after graduation from nursing training institutions, a lack of human resources who can lead and manage in the field, and a lack of motivation to continue career development and work. This makes it difficult for nurses to develop their careers and maintain their motivation to work. This collaboration will strengthen the post-graduate training system and contribute to improving the quality of nursing human resources through systematic planning and monitoring of post-graduate training for nurses and implementation of high-priority post-graduate training.
