About 300 people from disability organizations, government agencies, educational institutions, civic organizations, private companies, and others from various countries

Background and Objectives

The Convention on the Rights of Persons with Disabilities is the first human rights treaty on persons with disabilities adopted by the United Nations.

JICA, together with the Latin American Network for Independent Living (RELAVIN) and the Mainstream Association, planned and implemented the side event described above for the 15th Conference of States Parties to the Convention on the Rights of Persons with Disabilities.

This event focused on Article 19 (the right of persons with disabilities to independent living) and Article 32 (international cooperation in collaboration with organizations of persons with disabilities) of the Convention on the Rights of Persons with Disabilities, and conveyed the significance and potential of international cooperation to promote the independent living movement (a movement undertaken by persons with disabilities to obtain the right to go out and live on their own terms in the community). The representatives from each country are members of a network (Latin American Network for Independent Living: RELAVIN) formed mainly by returned trainees who participated in JICA’s issue-specific training programs, and are working to enact a law on independent living for persons with disabilities with the aim of having the caregiver system operated by public funds in their countries.
