E-Waste Management System Implementation Project

In Malaysia, there is no system in place to collect and recycle e-waste (“Household E-Waste”) from general households. In response to the Malaysian government’s request, Japan implemented a technical cooperation project and follow-up cooperation with the Environment Department of the Ministry of Natural Resources and Environment to establish the necessary institutional framework, appropriate recycling fees, and an operational management mechanism for a recycling fund, in the course of a full-scale study of household E-waste regulations. Follow-up cooperation was carried out. As a result, five guidelines (collection, recycling, recycling fees, reporting, and establishment and operation of a recycling fund) for six household e-waste items (TVs, refrigerators, washing machines, air conditioners, PCs, and cell phones) designated as targets in the project were developed, and action plans for implementation of the Household E-waste The project also produced an action roadmap for the implementation of the Household E-waste Management Regulation Bill, a draft policy paper to be submitted to the Cabinet Legislation Bureau, and a concrete action roadmap for the establishment of a household E-waste management system legislation (promulgation and implementation). However, the implementation of household E-waste management is a first attempt for the country and requires knowledge and experience in preparation for the full implementation of the law and system, as well as in the implementation of household E-waste management after its implementation. This cooperation will provide technical assistance to strengthen the household E-waste management system, thereby contributing to the expansion and strengthening of a sustainable household E-waste management system in the country by operating an environmentally friendly and sustainable management system for the six designated household E-waste products under a fair and transparent financial mechanism. The project will contribute to the expansion and strengthening of a sustainable household e-waste management system in the country.
