Background and Objectives
On Saturday, November 5, a special JICA Chair Lecture was given at Ateneo de Manila University by Ms. Tomoko Abe, Manager, Comprehensive Planning Department, Overseas Business Division, Almec VPI Co. Ateneo de Manila University has hosted two previous special lectures on themes related to Japan’s modernization and international cooperation, but this time the theme was “Public Transportation Oriented Development (TOD),” which focused more on issues in the Philippines. This year’s lecture will be held in the form of a public lecture open to students from other universities and officials of Philippine government agencies, with the aim of fostering a wide range of interest in Japanese studies.

Following the opening remarks by Minister Nihei, a video presentation on “Japan’s Experience in Railway Network Development” by Professor Shigeru Moriji of the National Graduate Institute for Policy Studies (GRIPS) was shown as an overview of Japan’s railroad development.
After that, Ms. Tomoko Abe (Manager, General Planning Department, Overseas Business Division, Almec VPI Co, Ms. Tomoko Abe (Manager, General Planning Department, Overseas Division, Almec Co., Ltd.) gave a presentation titled “Japanese Experience on Integration of Urban Development and Railway Transport System, Transit-oriented Development (TOD),” showing examples of urban development along the Tsukuba Express Line and in the Minatomirai 21 district, and explained the history of public transportation-oriented development in Japan and how it has enhanced the value of towns through integrated development of public transportation and land use. He also explained the characteristics of Japan’s TOD initiatives, such as increasing the value of towns through integrated development of public transportation and land use. Based on this, he presented the challenges and prospects of TOD initiatives in Metro Manila and the suburbs, where many new rail projects are underway, including the Metro Manila Metro project, as well as the lack of development plans for transportation nodes and station areas.
The event was a lively exchange of opinions, with students asking questions about the cultural differences between Japan and the Philippines and whether it is possible to achieve the same success in TOD as in Japan even between the two cultures, as well as technical questions about site acquisition and environmental and social considerations from the Ministry of Transportation and other related organizations.
