The Japan International Cooperation Agency (JICA) signed a Record of Discussions (R/D) with the Public Broadcasting Service of Ukraine on November 29 in Geshev, Poland, on the technical cooperation project “Project for Strengthening the Public Broadcasting System – Phase 2.
The Public Broadcasting Service of Ukraine was established in January 2017 by integrating TV and radio stations nationwide, etc. JICA has been supporting this broadcaster, which aims to become a public broadcasting service trusted by the public, under the “Project for Strengthening Public Broadcasting Organization System” (Phase 1) from 2017 to March 2022. JICA has been working on program production that meets the diverse needs of the public, efficient operation of broadcasting equipment, and establishment of an emergency reporting system for disasters and other emergencies.
In Phase 2, which will start this time, we will strengthen the functions of the local branches of Ukrainian public broadcasting stations, based on the system of NHK (Japan Broadcasting Corporation), and work to enhance a system that can continuously provide accurate, fair, and impartial information to the public. Specifically, a backup center will be established to replace the main broadcasting station in the capital city of Keiu in the event of its failure due to war, terrorism, or natural disasters, and a system will be built to ensure uninterrupted broadcasting in times of emergency or crisis. The project will also establish a system whereby regional branch offices can support smaller branch offices in the vicinity. Through this project, we will contribute to Goal 16 (peace and justice for all) of the SDGs (Sustainable Development Goals).
