In the Lima Metropolitan Area of Peru, the uncontrolled expansion of the urban area along with population growth has made the development of public transportation that is easy for citizens to use and the advanced use of land a challenge. Under these circumstances, in the urban transportation sector, public transportation routes (6 routes) have been planned and some construction is in progress. In the urban development sector, the “Sustainable Urban Development Law” was enacted in 2021, which sets forth a vision to promote inclusive urban development with low environmental impact, and the City of Lima and the neighboring Constitutional Special Municipality of Callao aim to create a multipolar, decentralized city through multimodal (multiple modes of transportation). In this context, public transportation oriented development (TOD), which links both sectors, is attracting attention. This cooperation aims to improve Peru’s urban planning system and guidelines, implement pilot projects, and strengthen the capacity of Peruvian administrators to plan and implement TOD, drawing on Japan’s experience with TOD, where urban functions are concentrated around public transit stations and transit nodes are developed to facilitate easy transfers. Contribute to the introduction of TOD in the target areas.
