Ndayang Multifunctional Port Development Master Plan Formulation Project

The Port of Dakar in Senegal is located at the westernmost tip of the African continent and serves as an important “gateway” for supplying cargo to the country and its inland hinterland countries (Mali, Burkina Faso, etc.), and in recent years, the port’s cargo handling volume has grown rapidly. However, the port’s proximity to the city limits means that there is not enough land available for expansion to accommodate the increased cargo. On the other hand, the cargo handled at the port also contributes to traffic congestion in Dakar. In addition, the port’s facilities are deteriorating rapidly, and although the Japanese government has supported the renovation of Pier 3, there are still problems with the depth of the wharves and cargo handling areas at the other wharves. In response to this situation, the government of Japan has launched a plan to develop the New Port of Dakar (N’Dayan Multifunctional Port), a multifunctional port, as one of the priority projects of the national development plan “Senegal Emerging Plan” and has already started construction of a container terminal as the first phase of development. However, there is no comprehensive plan to materialize this concept, including a roadmap and facilities other than the container terminal, the division of roles between the existing Port of Dakar and the new port, and an action plan to realize the concept, etc. The formulation of a master plan for the N’Dayan Multifunctional Port is an urgent issue.

This cooperation will organize the port functions of the Port of Dakar, which is being considered for relocation according to the Master Plan for the Port of Dakar, which is being updated by the French Development Agency, and prepare a master plan for the development of the N’Dayan Multifunctional Port, which is currently being conceived, in order to ensure appropriate development of the new port based on the Master Plan for the Development of the N’Dayan Multifunctional Port and efficient port operations in line with the increased size of vessels and cargo volume. The port will be operated efficiently in line with the increased size of vessels and cargo volume, and will contribute to improving Senegal’s international competitiveness and making it a logistics hub for the West African region.
