The Japan International Cooperation Agency (JICA) signed a Record of Discussions (R/D) with the Government of the Republic of the Philippines on March 21 in Manila on the technical cooperation project “Public Transport Oriented Development (TOD) Capacity Building Project.
JICA is currently providing financial and technical assistance for the development of the Metropolitan Manila Metro and the North-South Commuter Railroad. In order to maximize the benefits of urban rail development in the region, there is a growing need to formulate development plans for the area around stations in conjunction with the public transportation network, strengthen the nodal function of the public transportation network, and create a compact city with urban functions concentrated around stations.
This project aims to promote urban development and regional hub development centered on public transportation in Metro Manila and surrounding areas by building a model case of Transit-Oriented Development (TOD) (Note) and improving the planning and implementation capacity of related agencies. Through this project, we will contribute to the utilization of land around stations in the target area, improvement of convenience, conversion from private to public transportation, and improvement of the urban environment, thereby contributing to Goal 9 (Create a foundation for industry and technological innovation) and Goal 11 (Create a livable city) of the SDGs (Sustainable Development Goals).
(Note) An initiative that aims for compact urban development that does not depend on private automobiles by concentrating urban functions around public transportation hubs such as railroad stations.
