Execution of a grant aid gift agreement for Ukraine: provision of equipment and materials in a wide range of areas to meet urgent rehabilitation needs (Phase 2 of the Emergency Rehabilitation Plan)

On April 14, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of Ukraine for up to 53,072 million yen for the Emergency Recovery Plan (Phase 2).

JICA has been providing close support to the people of Ukraine, who are forced to live in harsh conditions due to the prolonged Russian military aggression, through the “Emergency Recovery Plan” (22.44 billion yen), a grant aid program for which a G/A was signed in March 2023, and other programs.

This project provides additional assistance to meet the country’s ever-increasing emergency restoration needs, with a particular focus on electric power and energy-related facilities that have sustained significant damage since last October. By procuring materials and equipment necessary for emergency restoration in a total of 10 areas (mine and UXO countermeasures, debris and disaster waste disposal, transportation, electricity and energy, water supply, healthcare, education, agriculture, public broadcasting, and municipal utilities), the project will support (1) mine and UXO countermeasures and debris disposal, which are preconditions for restoration and reconstruction; (2) livelihood reconstruction, including the development of basic infrastructure such as energy and water, (3) energy and water supply, (4) disaster prevention, and (5) disaster recovery. (2) rebuilding livelihoods, including the development of basic infrastructure such as energy, water, etc., (3) restoring the productive capacity of agriculture, a key industry, and (4) strengthening democracy and governance.

Contribute to SDG Goal 7 (Energy for All and Cleaner), Goal 11 (Create Livable Communities), Goal 16 (Peace and Justice for All), etc.
