Opening Ceremony for the First Training at the ASEAN-Japan Cyber Security Capacity Building Center (AJCCBC): Contributing to the development of cyber security professionals in ASEAN countries

On June 19, the first training session of the technical cooperation “Japan-ASEAN Capacity Building Project on Cyber Security and Digital Trust Services” was held at the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) in Bangkok, Thailand. The opening ceremony was held at the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) in Bangkok to commemorate the first training session of the technical cooperation “Japan-ASEAN Capacity Building Project on Cyber Security and Digital Trust Services”. 14 trainees from ASEAN countries participated, including Mr. Thilawut Wajtayakorn, Deputy Director General, National Cyber Security Bureau from the Thai side and Mr. Hideo Ishizuki, Deputy Director General for Foreign Affairs and Cyber Policy Deputy Director-General of the National Cyber Security Bureau and Ambassador for Cyber Policy, Ministry of Foreign Affairs of Japan, Mr. Shinya Tabata, Planning Officer, Cyber Security Supervisor Office, Ministry of Internal Affairs and Communications, and Mr. Katsura Miyazaki, Director General of JICA were in attendance.

In September 2018, the Government of Japan, together with the ASEAN Secretariat and the Government of Thailand, established the AJCCBC in Bangkok, Thailand to serve as a center for security human resource development, and with the support of the Ministry of Internal Affairs and Communications, has been developing human resources across ASEAN through the provision of practical cyber defense exercises (CYDER*) and other training The “ASEAN-Japan Capacity Enhancement Program Enhancement Project on Cyber Security and Digital Trust Services” has been launched as a technical cooperation project based on the technical cooperation agreement with the ASEAN Secretariat, scheduled for four years from March 2023.

International collaboration is essential to ensure the security of cyberspace, which is used across borders. In addition, it is important to provide capacity-building support to developing countries and to develop international human resources in order to reduce cyber security risks for the entire world, including Japan.

JICA, in cooperation with Japanese ministries and external organizations in charge of cyber security, aims to contribute to the enhancement of cyber security response capabilities in the ASEAN region as a whole by expanding the content of training programs offered by the AJCCBC.

CYDER (Cyber Defense Exercise with Recurrence) is a hands-on, practical cyber defense exercise conducted by the National Institute of Information and Communications Technology (NICT) in Japan for information system personnel of national administrative agencies, local governments, independent administrative agencies and critical infrastructure providers. The NICT with Recurrence is a hands-on, practical cyber defense exercise conducted by the NICT.
