Background and Objectives
ENA in Algeria is a training school for civil servants that has produced many prime ministers and cabinet ministers, including President Theven. We have been coordinating the JICA Chair Intensive Short-term Course at ENA in order to share Japan’s development experience with ENA students, who are the future leaders of Algeria, and to contribute to the strengthening of bilateral relations through their interest in Japan.
The first of these lectures was a face-to-face class on “Postwar Japanese Political Diplomacy” given by Professor Fukutomi of Hitotsubashi University, who specializes in the region. The lecture was preceded by a ceremony to inaugurate the JICA chair, which was attended by the Japanese Ambassador and Algerian government representatives.

At the opening ceremony of the JICA Chair, the President of ENA, Dr. Mezouda, Ambassador of Japan to Algeria, Mr. Kono, Director of the National Institute for Population and Development, Mr. Haddam, and Mr. Ueno, Director of JICA Tunisia Office, gave opening remarks, explaining the significance and expectations of the JICA Chair, the first of its kind in Algeria.
Professor Fukutomi of Hitotsubashi University then gave a lecture on postwar Japanese political diplomacy and Japan’s geopolitical strategy under the U.S.-China hegemony competition.
More than 200 ENA students participated in the lecture. In the Q&A session that followed the lecture, ENA students asked questions about the impact of the war, the keys to Japan’s reconstruction and economic growth, and the characteristics of Japanese government and diplomacy, based on Chapter 3 and Professor Fukutomi’s lecture. A lively discussion ensued.
Prior to this lecture, Professor Fukutomi also traveled to Tunisia to give the 7th JICA Chair Lecture at ENA Tunis on June 20. Professor Fukutomi was dispatched to Tunisia in the past as a JICA Overseas Cooperation Volunteer.
