Infrastructure is indispensable as the foundation for people’s lives and economic activities, and Japan has long focused on infrastructure development in developing countries.

The challenge for infrastructure investment in developing countries is not only to secure the funds to do so, but also to improve the quality. In recent years, Japan has been communicating the importance of “quality infrastructure investment” to the international community, and the G20 Principles on Quality Infrastructure Investment were approved at the 2019 G20 Osaka Summit. The principles emphasize the importance of maximizing the positive impact of infrastructure, economic efficiency considering life cycle costs, environmental considerations, resilience, inclusiveness, and infrastructure governance (e.g., ensuring transparency and debt sustainability).

This year’s Knowledge Forum will focus on urban transportation infrastructure development, such as subways, as a representative area in which Japan is actively contributing to this “high-quality infrastructure investment. In this field, Japan has been providing a great deal of assistance, mainly in Southeast and South Asia, while leveraging its long-standing knowledge and experience in maintenance and operation in Japan. The results of these cooperative efforts and the actual sites of collaboration with developing country officials will be introduced, as well as a report on Transit-Oriented Development (TOD) efforts and an attempt to rigorously verify the effectiveness of urban transportation infrastructure through impact assessment, which has yet to be studied in the world. The report will include a report on the TOD project, which is still under development in the world. The panelists will also discuss various aspects of Japan’s contribution and challenges in the field of urban transportation in developing countries, comparing the activities of other development partners, including emerging countries, in the same field.

This Knowledge Forum is also positioned as a sequel to the Knowledge Forum “Debt Issues of Developing Countries under Complex Risks” held in February 2023, which addressed the debt issues of developing countries. In order for developing countries not to fall into a debt crisis, it is essential that the borrowed funds are invested in appropriate projects and that sufficient results are achieved, which will be further discussed at this forum.
