The Japan International Cooperation Agency (JICA) took advantage of the opportunity of the “Japan-Mongolia Business Forum 2023” jointly organized by the Mongolian Ministry of Economy and Development, the Mongolian Chamber of Commerce and Industry, JUGAMO, and the Mongolian-Japanese Human Resources Development Center in Ulaanbaatar on August 18. The R/D was signed with the Mongolian government on the occasion of the “Japan-Mongolia Business Forum 2023,” jointly hosted by the Japan-Japan Human Resources Development Center, the Japan Alumni Association of Mongolia, JUGAMO, and the Japan Chamber of Commerce and Industry of Mongolia (JCCI-Mongolia). Mongolia is a landlocked country with abundant underground resources and a vast land area, which is important for the stability of the region. However, the concentration of population and economic activities in the capital, Ulaanbaatar, with approximately 1.6 million people, or half of the total population, and the resulting deterioration of the urban environment and traffic congestion are ongoing issues. Under these circumstances, the Mongolian government has formulated a plan to correct regional development disparities by developing a new city (New Zonemod City), including a free economic zone, in the Husig Valley area of Tuv Province, where the airport is located, with a view to utilizing the New Ulaanbaatar International Airport, which opened in July 2021 with Japanese yen loan support, In April 2022, the Mongolian National Assembly approved the “New Zonemod Development Master Plan. On the other hand, Mongolia has no experience in developing new cities outside of Ulaanbaatar or special economic zones outside of its borders since its transition to a market economy, and there were calls for Mongolia to draw on Japan’s rich experience in development both at home and abroad.
JICA has provided support for the construction and operation of the new airport through the “New Ulaanbaatar International Airport Construction Project,” the “New Ulaanbaatar International Airport Operation System Design Support (Individual Expert),” the “New Ulaanbaatar International Airport Preparation for Use Action Plan Development Support (Individual Expert)” and the “New Ulaanbaatar International Airport Human Resources Development and Capacity Improvement for Operation, Maintenance and Management Project” under the yen loan program. The airport is recognized as one of the symbols of Japan-Mongolia cooperation. In addition, we have also conducted studies such as the “Information Gathering and Confirmation Study on Urban Development around the New Ulaanbaatar International Airport in Mongolia” to confirm the significance of new urban development around the airport on the premise that the new airport will be opened. By utilizing the assets of these past efforts, this project will contribute to the realization of consistent new urban development that is expected by the Mongolian government.
This project will contribute to the promotion of development in the target areas by establishing the necessary implementation framework and strengthening the capacity of relevant organizations for the implementation of the New Zona Moda Development Master Plan, and will contribute to SDG Goal 9 (Create a foundation for industrial and technological innovation) and Goal 11 (Create a town where people can continue to live).
