Location: Khiwo, Ukraine

With the ongoing Russian aggression in Ukraine, it is critical to address cyber-attacks on critical infrastructure that supports people’s lives. JICA, in cooperation with CRDF, a US NPO, conducted a cyber security training course (HackWave) for cyber engineers working for government agencies and critical infrastructure providers in Khiu, Ukraine. Cyber technicians gathered in the hotel’s underground parking garage for a hands-on training session to prepare for an air raid warning that could be issued at any time.

About 100 cyber engineers working for the National Security and Defense Council of Ukraine (NSDC) and critical infrastructure providers were trained to improve their knowledge to prepare for cyber attacks and to strengthen their technical skills to detect and respond appropriately to cyber attacks. The training, which included practical exercises such as reproducing a cyber attack on critical infrastructure facilities in Ukraine, provided an opportunity for participants to learn how to defend against cyber attacks while engaging in heated discussions with each other.

It is expected that the knowledge and skills gained from this training course will be used to enhance the resilience of Ukraine’s cybersecurity and contribute to strengthening the foundation of national security. From Japan, in addition to JICA, officials from the Cabinet Cyber Security Center, Nippon Telegraph and Telephone Corporation (NTT), and the Embassy of Japan in Ukraine participated in the training, and the exchange of views provided a foundation for strengthening cooperation between Japan and Ukraine in the field of cyber security.

JICA will continue to collaborate with other agencies and organizations to promote cooperation in order to respond quickly and flexibly to the needs of partner governments.
