Background and Objectives
This side event was organized under the auspices of the Ministry of Transport to present the achievements and future prospects of Vietnam’s efforts to decarbonize its transportation sector, particularly with regard to electric vehicles (EVs), which have been making remarkable progress in recent years.

This year’s event, which focused on electric vehicles (EVs) in the transportation sector, provided an opportunity to discuss progress to date and future prospects together with policy makers, practitioners from development assistance agencies, and domestic operators of electric vehicles (including passenger cars and buses).
JICA has a strong base of support for Vietnam’s transportation sector, and this event showcased the capacity building and results of the current SPI-NDC (Support for the Implementation of NDC), which is being developed as a means to improve the transportation sector’s capacity to implement NDC measures (introduction of EVs and modal shift to public transport). The presentation included the following
SPI-NDC has been (1) compiling examples of transportation policies/technologies in other countries, including Japan, in the process of developing national programs for environmentally friendly public transportation, (2) piloting a method for calculating GHG emission reductions for MRT, BRT, and electric vehicles operated in Japan using actual operational measurements in cooperation with local companies and operators, and (3) conducting a quantitative analysis of the co-benefits (estimation of air pollution reduction effects) of the above transportation modes. (3) Quantitative analysis of the co-benefits of deploying the above transportation modes (trial calculation of air pollution reduction effects). These results emphasize the importance of understanding not only GHG reductions but also environmental co-benefits in the development of NDC measures from the perspective of sustainable management.
As policy recommendations, the committee pointed out the need for the adoption of a methodology that would enable sustainable calculation, including data collection, with little burden on operators, and the need to consider environmental improvements that would be essential for the introduction of EVs, preparation for waste disposal that would become an issue with their rapid spread, and the need to combine this with green power sources to truly contribute to emission reductions. In addition, the need to consider the greening of power sources in tandem to truly contribute to emission reductions was pointed out.
