The Japan International Cooperation Agency (hereinafter referred to as “JICA”) provides assistance to developing countries through technical and financial cooperation under the vision of “Leading the world with trust”. The Organization is seeking a Vice President who has a broad perspective and appropriate understanding of international affairs and international development issues, and who will represent the Organization, assist the President in decision-making on important management policies, and oversee business and organizational management.

(6) Purpose

Duties
The Vice President, while maintaining a broad perspective and an appropriate understanding of international affairs and international development issues, will represent the corporation, assist the President in decision-making on important management policies, and be in charge of general management of business and organizational operations. He/she shall also be in charge of overseeing the business and organizational management, and shall accurately carry out operations to achieve the current mid-term goals and mid-term plan (for the period from FY 2011 to FY 2026), the next mid-term goals and mid-term plan to be newly formulated (for the period from FY 2027 to FY 2027), and the annual plan.
Specific tasks are as follows
(1) General management and overall coordination of the organization
To ensure that the business of the Organization is properly executed as a whole, he/she shall provide general management and overall coordination of the Organization’s operations based on his/her advanced insight and knowledge. In addition, he/she shall represent the Organization and coordinate various domestic and international activities.
(2) Summary of operations
Provide appropriate direction and supervision to directors and staff, including overseeing cross-departmental operations, to ensure that all departments execute their duties properly.
(3) Practices related to development assistance
In addition to high-level discussions with developing country governments, international organizations, and other bilateral aid agencies, represent JICA at international conferences on development assistance and lead international aid trends.

In principle, be under 70 years of age at the end of their term of office. (Requirements set forth in the Cabinet Decision)
The applicant must have sufficient ability to accurately perform the work to be performed by the corporation.
In order to ensure neutrality and impartiality in the performance of his/her duties, the candidate must not fall under any of the disqualifications listed in 7. below, and must have an honorable character and high ethical standards that will enable him/her to refrain from any contact with interested parties that may mislead others during his/her tenure as Vice President.
In addition, the Corporation is an organization with more than 1,900 staff members with overseas offices in developing countries and other countries, in addition to its headquarters and local domestic agencies in Japan, and it is a corporation that implements official development assistance as a representative development cooperation organization of Japan. Therefore, the Vice President is required to have a high level of management and practical development cooperation skills, including the ability to act in the absence of the President. Therefore, he/she is required to meet all of the qualification requirements listed below (1) through (4).

1 . At least five (5) years of work experience in a managerial position related to organization and business operation in a private company, organization, independent administrative agency, national or local government organization.

Be in good physical and mental health.
Sufficient ability to travel to developing countries.

Type of work: Full-time
Location: Headquarters (Nibancho Center Building, 5-25 Nibancho, Chiyoda-ku, Tokyo and Takebashi Godo Building, 1-4-1 Otemachi, Chiyoda-ku, Tokyo)
Working hours, etc.: No stipulated working hours or vacation time as an officer.
Salary: 19.01 million yen per year (FY2022 actual, including regional and special allowances) and commuting allowance

Crisis management: 24-hour work in the event of earthquake disaster, etc., with the possibility of emergency call-outs

Disqualifications, etc.
A person who falls under any of the disqualifications for officers under the Act on General Rules for Independent Administrative Agencies or the Act on Japan International Cooperation Agency cannot be a vice-chairman. In addition, during his/her term of office, a full-time officer may not become an officer of a for-profit organization or engage in a for-profit business by himself/herself, except with the approval of the appointing authority.

(Special provisions for disqualification of officers)
Article 10.1.
In addition to those stipulated in Article 22 of the General Rules Law, a person who falls under any of the following items may not be an officer
(1) Any person engaged in the manufacture or sale of goods or the contracting of construction work, which has a close interest in transactions with ETIC, or if such person is a juridical person, its officers (including those who have authority or control equivalent or greater than that of such person, regardless of what name they may be called).
(2) Officers (including those who have authority or control equivalent to or greater than that of an officer of an organization of business operators listed in the preceding item, regardless of the name by which such officer may be called)
