Background and Objectives

To decarbonize the world, it is essential that cities, which account for about 70% of GHG emissions and energy consumption, make the transition to decarbonization.

The Ministry of the Environment and JICA launched C2P2 in February 2023 to provide broad-based collaborative support for the challenges faced by cities around the world. With the participation of Japanese local governments, private companies, financial institutions, and others, and in collaboration with MDBs and other organizations, C2P2 aims to provide comprehensive support for urban challenges.

Contents

In this seminar, Mr. Matsuzawa, Deputy Director-General for Global Environment, Ministry of the Environment, introduced the efforts of the Japanese government, and Mr. Morita, Director, Global Environment Department, JICA, introduced the efforts of JICA Clean City Initiative (JCCI) as a contribution to C2P2, and the ADB.

In addition, the following three case studies from the C2P2 initiative were presented.

1 . The Ministry of Environment and JICA as a good example of cooperation between the Ministry of Environment and JICA, the project of inter-city cooperation between Quang Ninh Province in Vietnam and Shiga Prefecture, and JICA’s green growth support to Quang Ninh Province.

City-to-city partnership project between Urasoe City, Okinawa Prefecture and Airai Province, Palau

Inter-city partnership project between Urasoe City, Okinawa and Ailai, Palau 3 . Inter-city partnership project between BRVT Province, Vietnam and Sakai City, Sakai, Japan and the Eco-Industrial Park Project using smart technology of BRVT Province that JICA started to support from October 2023.

Finally, an MOU signing ceremony was held between Sakai City and Vung Tau Province.
