JICA’s overseas investment and loan projects target projects that contribute to infrastructure, acceleration of growth, and achievement of the SDGs. JICA has also focused on renewable energy projects that contribute to combating climate change. The winning project is a project financing for a monsoon wind power generation project in Sekong and Attapeu provinces located in southeastern Laos, which will construct and operate a 600 MW wind farm, the largest in Southeast Asia, to increase power supply through renewable energy generation. Furthermore, the project will contribute to climate change countermeasures by reducing greenhouse gas emissions in Vietnam, where the power will be sold. As this is the first wind power project in Laos and the electricity will be sold cross-border to the Electricity Generating Company of Vietnam (EVN), the project will contribute to the promotion of green investment in the “ASEAN Overseas Investment and Loan Initiative” (announced in November 2019) and the “Asian Energy Transition Initiative” (announced in May 2021). The social significance of the project has been highly evaluated.
