Background and Objectives
JICA has been implementing the “JICA Development Graduate Cooperation Program” since 2018 in collaboration with Japanese universities in order to develop future leaders in various fields in developing countries. As part of this program, we have launched the “JICA Chair” program to support the establishment of “Japanese Studies” for top-class universities and other institutions abroad, with the aim of expanding opportunities to learn about Japan’s development experience outside of Japan. Since four universities in Turkey have departments of Japanese language and Japanese language education, and many other universities are conducting Japanese studies across a variety of fields, the program is not limited to specific universities, but is implemented in cooperation with many other universities. In this year, which marks the 100th anniversary of the establishment of diplomatic relations, we will conduct exchanges through Japanese studies in order to contribute to the further development of Japan-Turkey relations.

In Ankara, the Saturday and Sunday Foundation, which is open to several university faculty members and the general public, was the venue for the event, which featured panelists from various fields of research, including sociology, diplomacy, and international relations. After a lecture by Shinichi Kitaoka, Special Advisor to JICA, covering the period from the Meiji Restoration to the present day, the panelists, prominent moderators and panelists conducting Japanese studies in Turkey, discussed a wide range of topics, including socioeconomic transformation in rural areas, international migration, relations with the United Nations, and relations between TIKA (Turkish International Cooperation Coordination Agency) and JICA. Panel presentations, comments, and exchanges of opinions took place. Approximately 150 participants, including students from the Ministry of Foreign Affairs, Ministry of Agriculture and Forestry, Ankara University of Social Sciences, and other ministries and agencies in and around Ankara, were seen taking notes with great enthusiasm.
The fourth JICA Chair Lecture at Boğaziçi University in Istanbul, including the online version, was attended by approximately 100 students studying Japanese as an elective course and interested in history and international relations. After the lecture by JICA Special Advisor Shinichi Kitaoka, there was a discussion and Q&A session with Boğaziçi University Professor Emeritus Selçuk Esenbel, who studies the modernization of Japan since the Meiji era, Lecturer Erdal Küçük Yalçün, who studies the history of Japan-Turkey relations, and Assistant Professor Oğuz Baykala Yeditepe University. After the program, students gathered around Special Advisor Kitaoka to express their individual impressions.
In commemoration of this special lecture, JICA donated approximately 50 Japanese and English books to the Boğaziçi University Library, and Special Advisor Kitaoka presented a catalog to Professor Emeritus Esenbel. The Japanese language course also received donations of teaching materials, books, and JICA chair DVDs for Japanese language education.
