What will happen to the Tokaido Shinkansen when torrential rains and typhoons hit? JR Tokai guides how to respond before the start of the rainy season

JR Tokai has issued a guidebook on safety measures for the Tokaido Shinkansen line against torrential rains and on how to respond when operations are suspended or cancelled.

The Tokaido Shinkansen Line is considering countermeasure construction methods to strengthen track facilities in light of the recent occurrence of linear precipitation zones and other severe rainfall events that are difficult to predict.

So far, the project has included the construction of a slope to prevent water interception and erosion of the embankment surface, installation of drainage pipes to promote drainage of water in the embankment, and replicated tests simulating rainfall of various intensities. The company intends to improve safety for optimal operating regulations.

If there is a possibility of train delays or cancellations due to a forecast of heavy rain, the company will provide early information to users at stations and on the Tokaido Shinkansen’s “Operation Information Website,” “Official Operation Information X (@JRC_Shinkan_jp)” and timetable application (Android/iOS versions) before the operation plan is decided. The information will be provided to users early.

Although there may be cases in which operations are not disrupted as a result, when operations are suspended, the company will provide information on the outlook for operations at a certain frequency and, depending on the situation, take special measures such as ticket changes and refunds.

When the rolling operation is resumed, the station will inform passengers to refrain from coming to the station for a while until the congestion at the station eases, and will also ask passengers waiting outside the ticket gates or on the platform to line up in the waiting line in order to prevent accidents.

In order to avoid long waits for resumption of operations during heavy rains that are not expected to subside, trains will be stopped at stations as much as possible, rather than between stations. However, even if the rain restricts driving only in some sections, the entire line may be suspended or some trains may be cancelled (because the Tokaido Shinkansen has many trains in operation and many trains are running between stations).

For those who are waiting for the resumption of operations and those who need to travel on the same day, the company will make every effort to replace the cancelled trains with temporary trains that offer “unreserved seats in all regular cars” depending on the situation.
