BLUE FRONT SHIBAURA is a large-scale mixed-use development project consisting of twin towers (Building S and Building N), each approximately 230 meters high, covering an area of 4.7 hectares, by rebuilding the existing Hamamatsucho Building. On May 30, Nomura Real Estate Development and East Japan Railway Company announced the name of the Shibaura Project, a specific project under the National Strategic Special Zone Plan that they are jointly promoting, as “BLUE FRONT SHIBAURA” and disclosed to the press the interior of Building S currently under construction and the exterior view from the sea.

Construction of Building S is progressing smoothly and is scheduled for completion in February 2025, and the key point is the revitalization of the area around Hamamatsucho Station in cooperation with the nearby Tokyo Port City Takeshiba and Hamamatsucho West Exit District Development.
Referring to the building’s design, he said, “The building, designed by architect Fumihiko Maki, has curtain walls that reflect the surrounding landscape. Just as the ocean changes its expression with the color of the sky, this building’s expression will change with the seasons and weather,” he said.
JR East Executive Officer Hiroyuki Takeshima explained the significance of the project, noting that the facilities around Hamamatsucho Station were built in the 1970s, and that 50 years later, it is essential to renew urban functions.
With various projects currently underway, the transportation nodal function of JR Hamamatsucho Station is also being enhanced, he said, “We plan to complete the complete renovation of the North and South Exit free passageways by the end of FY2026.
Daisaku Matsuo, President and Representative Director of Nomura Real Estate Development, explained the details of the project, saying, “The name ‘BLUE FRONT SHIBAURA’ represents the characteristics of the waterfront location: the front row of the sky and the sea, this overwhelming sense of openness. The name “BLUE FRONT SHIBAURA” expresses the characteristics of the waterfront location.
To accommodate a wide variety of work styles, 10% of the office floors will be provided as common space. A typical example is the Sky Lounge on the 28th floor, where the entire floor will be common space, including a lounge, meeting space, open terrace, fitness room, and sauna room. The commercial area on the lower floors will attract a number of restaurants, and the company hopes to respond to the perception that Shibaura has few eating and drinking establishments.
Shibaura is also a water transportation hub, as represented by Hinode Pier. Nomura Real Estate plans to open Hi-NODE, a small boat terminal, in 2019, which will help revitalize the project; prior to the completion of Building S, the BLUE FERRY, which connects Shibaura/Hinode to Harumi in 5 minutes, has been in operation since May 22, 2024. In addition, a landing area will be built in the part of Building S facing the Shibaura Canal, and a dedicated ship (currently under construction) is planned to offer luxury cruises for a small number of people.
