Background and Objectives
The Japan International Cooperation Agency (JICA) held its annual consultation with the French development assistance agency, the French Development Agency (AFD), on June 3 at AFD headquarters in Paris. The discussions were based on the Memorandum of Understanding between JICA and AFD, which was renewed last year, and on the “Roadmap for Japan-France Cooperation under the Special Partnership” announced at the Japan-France Summit in December last year.

During the discussions, the two sides confirmed the promotion of cooperation that leverages the strengths of both sides, including joint projects in the fields of disaster prevention and climate change adaptation in the Indo-Pacific region and cooperation in Africa. In addition, in order to promote collaboration in WPS (Women, Peace, and Security), we confirmed that we will cooperate at the field level with AFD, which has long been implementing gender mainstreaming, regarding a technical cooperation project by JICA on the improvement of the status of women police officers in Cote d’Ivoire, West Africa.
Following the annual conference, JICA participated in a seminar on climate and natural disaster resilience (SUFIP- Sustainable Finance in the Indo-Pacific) jointly organized by AFD and the Asian Development Bank (ADB) on June 24 and 25 in Bangkok, Thailand. JICA also spoke at the seminar, emphasizing the importance of “contributing to economic growth through pre-disaster risk minimization” based on “disaster risk reduction through disaster prevention and recovery”, one of JICA’s Global Agenda (issue-specific business strategies). For example, in the case of floods, it is important to allocate funds to the appropriate measures in the appropriate order. To this end, he explained the scientific and evidence-based master planning and concrete approaches supported by JICA.
JICA and AFD will continue to promote further partnerships and effective cooperation in the development of the Indo-Pacific region and Africa.
