At the 9th Global Energy and Water Cycle Project (GEWEX) International Conference, a session titled “International Joint Research on Global-scale Challenges with Developing Countries – Achievements and Future Prospects on Climate Change and Water” was held as one of the “Stakeholder Sessions” organized by relevant Japanese ministries, agencies, local governments, and other related organizations under the theme of the International Science and Technology Cooperation Program for Addressing Global-scale Challenges (SATREPS). The session, titled “International Joint Research to Tackle Global-scale Challenges Together with Developing Countries: Achievements and Future Prospects Related to Climate Change and Water,” was held jointly with the Japan Science and Technology Agency (JST) to communicate the achievements of the SATREPS and the significance of co-creation.
GEWEX is one of the core programs of the World Climate Research Programme (WCRP), which is jointly funded by the International Science Council (ISC), the World Meteorological Organization (WMO), and the UNESCO Intergovernmental Oceanographic Commission (UNESCO-IOC). The GEWEX conference was organized by the GEWEX International Secretariat and co-organized by Hokkaido University, Science Council of Japan, and other organizations. It was held in Japan for the first time, and about 1,300 people from more than 48 countries attended (information announced by the organizer).
SATREPS is a program that promotes international joint research aimed at solving global issues, including those in developing countries vulnerable to climate change, through various forms of “co-creation” such as official development assistance (ODA), science and technology, and developing countries and Japan.

Following the opening remarks by Motoko Kotani, Director and Vice President of Tohoku University, who is also the SATREPS Administrative Director, the session coordinator and SATREPS Promotion Committee member, Professor Emeritus Tsuguhiro Watanabe of Kyoto University explained the purpose of the session, and JST and JICA provided an overview of SATREPS and its significance. The representatives of two projects in the environmental area and two projects in the disaster prevention area presented the research content and progress of their respective SATREPS projects.
In the second half, Professor Anna Sorenson of the University of Buenos Aires, recommended by the GEWEX International Secretariat, gave a special lecture on the impact of climate change on agricultural production in Argentina and her contribution to academic research on countermeasures.
After that, a panel discussion was held with representatives of the four SATREPS projects, moderated by Kaoru Takara, President of the National Research Institute for Earth Science and Disaster Prevention (NIED) and a SATREPS Promotion Committee member. At the end of the panel discussion, the panelists, including representatives of the four SATREPS projects, gave a summary of the discussion based on the questions from the audience.
This session reaffirmed that SATREPS contributes to disaster risk reduction and climate change adaptation not only through its high scientific and technological capabilities and achievements, but also through collaboration among researchers and between researchers and related organizations such as governments. The fact that exchanges among researchers in different fields related to climate change contribute to capacity building of researchers was also widely recognized. The need for multidisciplinary efforts and expectations for breakthrough research, which can fundamentally change existing cooperative approaches, were also discussed. JICA will contribute to human resource development and international brain circulation by promoting co-creation with Japanese researchers, including the use and discussion of cutting-edge knowledge from Japan, and by acting as a link to overseas research cooperation.
