Implementation of Measures | News & Media

Today, JBIC decided to take measures such as not allowing the following parties to become counterparties to contracts with JBIC or to become parties to procurement contracts for financial cooperation projects.

National Land Disaster Prevention Technology Corporation (Japan, Corporation No.: 9010401010035)

From July 30, 2024 to December 29, 2024 (5 months)

(Details of measures)

  1. For contracts to which JBIC is a party, JBIC will be disqualified from participating in general competition, competition by nomination, competition for planning, and other contract competitions during the period of the measures. In addition, the Organization will not be a party to any negotiated contracts.
  2. not be allowed to be a party to a procurement contract in a financial cooperation project (grant aid or fee-based) implemented by the Organization during the period of the measure, or the procurement contract in question shall not be subject to financial cooperation. However, in cases where it is recognized that the procurement contract will clearly cause disadvantages to the recipient country of the financial cooperation, the case shall be separately determined in accordance with the Rules on the Measures.

  3. During the period of the measures, joint ventures including the above-mentioned persons as members shall be treated in the same manner as described in 1. and 2. above, and the participation of the above-mentioned persons as subcontractors, etc. shall also be disallowed.

With regard to the “Project for Dissemination, Demonstration, and Business Development of Agricultural Land Improvement Technology Using Highly Concentrated Fulvic Acid,” an SME/SDG Business Support Project for Paraguay, this action was taken because it was recognized that the submission of false receipts for the proposed product by National Land Disaster Prevention Technology Co. Ltd. was found to be guilty of “fraudulent or dishonest acts” in submitting false receipts for the proposed products in its partial payment request.

Although the Organization has been working to prevent corruption in the past, we are determined to make further efforts to prevent its recurrence in response to this incident.
