Grant Aid Agreement Signed for Kyrgyzstan: Improvement of Quality of Public Medical Services through the Provision of Medical Equipment, and Contribution to Strengthening Regional Connectivity and Economic Development through the Development of an International Airport | News & Media

The Japan International Cooperation Agency (JICA) concluded a Grant Agreement (G/A) with the government of the Kyrgyz Republic on August 1 in Bishkek, the capital city of the country, for the “Medical Equipment Improvement Project at the Tertiary Hospital in Bishkek” and the “International Airport Air Traffic Control Facility Improvement Project”. The grant agreement (G/A) was signed for the “Medical Equipment Improvement Project at the Tertiary Hospital in Shukeshkek City” and the “International Airport Air Traffic Control Facility Project. The projects covered by the signed Grant Agreement are as follows

Medical Equipment Development Plan for Tertiary Hospitals in Bishkek

Business Objectives

This project aims to strengthen the diagnostic and treatment systems at the tertiary hospital in Bishkek, the top referral center for public medical service provision, by providing medical equipment for the diagnosis and treatment of cardiovascular diseases and breast cancer, thereby contributing to the improvement of the quality of health care services.

Specific business activities (tentative)

(1) Description of procured equipment: angiography equipment (2 units), CT imaging equipment (1 unit), catheter ablation equipment (1 unit), mammography equipment (2 units), intra-aortic balloon pump (1 unit), ECMO (2 units), cardiac ultrasound equipment (1 unit), artificial heart lung equipment (2 units), etc.

(2) Consulting services include: detailed design, bidding assistance, procurement supervision

Maximum Amount of Provision

1.5 billion yen

Scheduled Project Period

56 months (including detailed design and bidding period).

The project will be completed when the equipment is put into service (scheduled for July 2026).

International Airport Air Traffic Control Facility Development Plan

Country (region covered)

Osh City, Bishkek City, Issyk-Kul Oblast, Kyrgyz Republic

Business Objectives

This project aims to strengthen the safety of aircraft operations and aircraft handling capacity at Osh, Manas, and Issyk-Kul International Airports by rebuilding the control facilities at Osh International Airport and upgrading the air traffic control systems at Osh, Manas, and Issyk-Kul International Airports, thereby contributing to the development of infrastructure that will contribute to industrial diversification through enhanced regional connectivity and economic development in the southern Kyrgyzstan. (a) Details of facilities, equipment, etc.

Facilities] Osh International Airport: control tower, air traffic control center, power station building, etc.

(b) Consulting services/software component details detailed design, bidding assistance, construction supervision, technical assistance for smooth transition to the new air traffic control system and operation and maintenance, etc.

Maximum Amount of Provision

2,153 million yen

Scheduled Project Period

47 months (including detailed design and bidding period).

The project will be completed when the facilities and equipment are put into service (scheduled for June 2027).
