FY2025 Budget Estimates | News & Media

The Japan International Cooperation Agency (JICA) is tackling various global issues with the aim of realizing human security and high quality growth under the vision of “Connecting the World with Trust”. The following is a summary of the budget request for FY2025 based on the “Basic Policies for Economic and Fiscal Management and Reform 2024 (KETACHI 2024)” approved by the Cabinet on June 21, 2024.

1.JICA subsidy for operation and maintenance of facilities (Note 1)

JICA’s subsidy for operation and maintenance of facilities is 152,122 million yen (an increase of 4,000 million yen over the initial budget for FY2024). In line with the pillars of the Ministry of Foreign Affairs’ budget request, the following measures are prioritized.

Conducting Economic Diplomacy in a New Era

Strengthening Efforts in the Information Warfare Era

Of this amount, 150,463 million yen (+3,050 million yen) was allocated for subsidies for operating expenses, and 1,659 million yen (+950 million yen) was allocated for subsidies for facility maintenance to cover the repair of JICA-owned facilities.

  1. paid-in capital cooperation sector (Note 2)

The budget request for FY2025 includes a project amount of 2310 billion yen (an increase of 30 billion yen from the initial plan for FY2024). The budget requests for FY2025 include the following priority measures: (1) support for “high quality growth” in emerging and developing countries, and (2) addressing global challenges in line with the 2030 Agenda for Sustainable Development (SDGs).

(Note 1) The Ministry of Foreign Affairs (MOFA) is responsible for making budget estimates for JICA’s subsidy for operation and maintenance of facilities and grant aid, and on August 30, 2025, MOFA submitted to the Ministry of Finance an estimate request for fiscal 2025, including the subsidy for operation and maintenance. For more information on the basic policy of the Ministry of Foreign Affairs’ budget estimates, please visit the Ministry of Foreign Affairs website.

(Note 2) On August 30, 2025, JICA submitted to the Ministry of Finance an estimated budget request for JICA’s grant aid for fiscal 2025.
