Conducting a Cyber Security Capability Maturity Study in Mongolia in Collaboration with the Governments of the United Kingdom and Mongolia | News & Press Releases

The Japan International Cooperation Agency (JICA), in cooperation with the Foreign, Commonwealth and Development Office (FCDO) of the United Kingdom, the Ministry of Digital Development, Innovation and Communications, and the Oxford Center for Cyber Security Capabilities (GCSCC), has conducted a survey to assess the maturity of Mongolia’s cyber security capabilities, conducted a survey to assess the maturity of Mongolia’s cybersecurity capabilities.

In this study, a three-member Oxford University research team visited Mongolia from October 2-4, 2024, to conduct the study in accordance with the framework developed by the Oxford University GCSCC called “The Cybersecurity Capacity Maturity Model for Nations (CMM).” The survey was conducted in accordance with the framework developed by Oxford University’s GCSCC, called “The Cybersecurity Capacity Maturity Model for Nations (CMM)”. Approximately 150 cybersecurity professionals from over 100 organizations, including Mongolian government agencies, state-owned and private companies including critical infrastructure, universities and other educational institutions, and international organizations, participated in the survey. Participants were divided into 10 sessions by field, and asked questions, conducted interviews, and held discussions with ministries and organizations related to cybersecurity, including critical infrastructure providers, on five aspects of measuring cybersecurity capabilities. The purpose of the three-day event was not only to assess the current state of cybersecurity in Mongolia, but also to provide an opportunity for the participants to exchange opinions with each other.

In Mongolia, where public services and the economy are rapidly digitizing, improving digital literacy, developing specialized cybersecurity personnel, and protecting critical infrastructure from increasingly complex cyber threats are major challenges, and these efforts are a major This is a big step forward in ensuring cyber security.

The evaluation report will be released in about 3 months. It is expected that the report will provide an accurate picture of the current state of cyber security in Mongolia and play an important role in developing knowledge, capacity, policy plans, and future measures and solutions to ensure cyber security for the government, private sector, and citizens. JICA will also use the results of this survey to further promote its contribution to Mongolia in the field of cyber security.
