The Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MOU) with the United Nations Department of Safety and Security (UNDSS) on November 6. The signing took place at JICA Headquarters in Tokyo between Mr. Gilles Michaud, Under-Secretary-General of the United Nations (Director General of UNDSS) and Mr. Katsura Miyazaki, Vice President of JICA.

The MOU is intended to exchange information on the security situation and safety management policies, as well as to strengthen cooperation between the two organizations for smooth collaboration in the event of an emergency.
JICA has fundamentally strengthened its safety management system in the wake of the 2016 terrorist attack in Dhaka, which involved concerned parties. In this process, we have utilized UNDSS’s knowledge of the safety management system and now exchange information on a daily basis between the two organizations’ overseas offices. In addition, during the Sudan contingency in April 2023, the two organizations worked together to conduct evacuation operations.
The following is an overview of the details of the collaboration.
Share information on safety management policies and guidelines of both organizations
Sharing of information on the security situation and the results of its evaluation and analysis
Promote regular exchanges between the two organizations at the headquarters and field level, as well as smooth collaboration during emergencies.
Participation in safety management training conducted by both organizations
Through the conclusion of the MOU between the two headquarters, JICA will further strengthen its cooperative framework with UNDSS, including information exchange and collaboration in both peacetime and contingency situations.
