East Japan Railway Company (JR East) announced plans to introduce one-man operation on major lines in the Tokyo metropolitan area after spring 2024. The objective is to respond to labor shortages and changes in work ethic.
As a first step, one-man operation is scheduled to begin in spring 2025 on the Nambu Line (except between Shirate and Hama-Kawasaki stations) and on the Joban Line trains stopping at various stations. The following spring, in 2026, they will be introduced on the Yokohama and Negishi Lines (only 8-car trains for the Yokohama Line).
The other lines that will be introduced include the Yamanote Line, Keihin Tohoku/Negishi Line, Chuo/Sobu Line local station trains, and Saikyo/Kawagoe Line trains (including those between Osaki Station and Hazawa Yokohama Kokudai Station), and the company plans to introduce the system on all seven lines in the Tokyo metropolitan area by around 2030.
Safety measures include installation of monitors in the driver’s cab, platform doors, and evacuation ladders on the routes where the system will be introduced. In case the driver is unable to respond, a system will be installed that allows the transportation control room to broadcast to the train cars and connect to the transportation control room when the SOS button is pressed in the train.
In parallel, the development of automatic train operating systems (ATO) and fixed stop systems (TASC), the introduction of a function that allows real-time confirmation of in-train images, and an obstacle detection system using forward-facing cameras will also be pursued.
