Background and Objectives

The Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) 2024 was held in Manila, Philippines from October 14 to 17. APMCDRR is the Asia-Pacific regional platform meeting of the five regional meetings (Africa, the Americas, the Arab World, Asia Pacific, and Europe and Central Asia) that have been held biennially by the United Nations Office for Disaster Risk Reduction (UNDRR). This meeting is positioned as a platform meeting for the Asia-Pacific region, one of the five regional platform meetings that UNDRR has held every other year. The conference was attended by more than 7,000 participants from various organizations, including disaster reduction agencies and government delegations from more than 40 countries in Asia and the Pacific, international organizations, local governments, academic and research institutions, private companies, and NGOs (according to the organizer’s press release). The participants exchanged views and opinions on the implementation of the Sendai Framework for Disaster Reduction 2015-2030.

Contents

JICA, together with the Japan Aerospace Exploration Agency (JAXA) and the Asian Disaster Reduction Center (ADRC), organized an official session on disaster risk assessment in urban planning. Specific methods of disaster risk assessment were introduced by disaster management officials from the Philippines, Fiji, India, Indonesia, and Sri Lanka. They also shared approaches that incorporate cutting-edge science and technology, such as the use of satellite data, etc., and emphasized the importance of proactive disaster risk management investments to address the increased risk of urban disasters due to uncontrolled urban expansion. Approximately 270 people attended the seminar, indicating a high level of interest.

At the exhibition booth, JICA, in cooperation with the Cabinet Office, introduced JICA projects (JICA Overseas Cooperation Volunteers, technical cooperation in the field of meteorology, private sector partnership projects, etc.) and the projects of about 10 Japanese companies. In addition, taking advantage of the opportunity of gathering disaster management officials from various countries, JICA provided an opportunity to observe the cooperation in flood control projects that JICA has been implementing in Manila, Philippines. Participants from various countries commented that they could understand the importance of cooperation among organizations in flood control projects and the situation of resettlement and explanation of the situation.

In between meetings, the participants also exchanged views with the Director of the UNDRR Regional Office for Asia and the Pacific and key officials from disaster management agencies in Fiji, Indonesia, Sri Lanka, and other countries on the future direction of cooperation. In addition to strengthening national disaster management institutions, JICA emphasized the importance of promoting the implementation of the Sendai Framework for Disaster Reduction, including the promotion of disaster reduction efforts by local governments and collaboration with universities and research institutions to promote science and evidence-based disaster reduction.

JICA will continue to promote the implementation of the Sendai Framework for Disaster Reduction by taking advantage of opportunities such as the World Bosai Forum to be held in Sendai in March 2025 and the Global Platform for Disaster Risk Reduction meeting to be held in Geneva in June by the UNDRR.
