Background and Objectives
Presentation of the results of the technical cooperation “Capacity Building Project on the Use of Innovative Solutions to Improve the Resilience of the Pacific to Climate Change”, which started in March 2024.
Discussed the Pacific Climate Change Center’s (PCCC) efforts to strengthen its functions as a hub in the Pacific region and to promote public-private partnerships, which were established through grant assistance.

Opening the side event, Minister of Environment Cedric Schuster-Samoa welcomed the contributions of JICA, SPREP, and the Pacific Climate Change Center to building regional resilience, and stressed the importance of promoting innovation and public-private partnerships in advancing climate change action.
Mr. Kazunao Shibata, Deputy Director General, Global Environment Division, JICA, stated that the “Capacity Building Project on the Use of Innovative Solutions to Improve Climate Change Resilience in the Pacific” aims to strengthen the innovation function of the PCCC, promote innovative climate change measures, and strengthen public-private partnerships, thus contributing to building sustainable and resilient The project is contributing to building a sustainable and resilient society in the Pacific region, he said.
Sefanaia Nawadra, President of SPREP, thanked the Samoan government and JICA for their collaboration on this project and stressed the importance of partnerships to promote resilience in Pacific communities.
Mr. Mizuno, the project’s general manager, presented the project’s results to date. The project collected information on innovative climate change approaches and solutions available in the Oyo region and globally, and 156 measures were identified. In addition, training was conducted on the basics of climate change and its impacts, and innovative climate change solutions that can be used in the Oceania region, with 44 participants completing the training.
During the panel discussion, Ms. Irene Orkelir, a graduate of the above training course, spoke of the need to strengthen the capacity of both sides in project management, finance, and other areas in order to promote public-private partnerships in the Pacific region.
Tiofilsi Tiueti, Tonga’s Minister of Finance for the Pacific, emphasized the importance of regional institutions like the PCCC in helping the Pacific region implement climate change measures, noting that the PCCC’s efforts to strengthen capacity and innovation are contributing to a conducive environment for implementing climate change measures.
