Background and Objectives

Since 2009, JICA has been supporting community policing in Honduras through South-South cooperation with Brazil. More than 100 trainees have been sent to Brazil to learn the basic theory of community policing, and since then, activities in the country have been developed mainly by trainees who have returned to their home countries. As a result, the national regional police model was approved in 2016, and the concept of regional police was stipulated as a basic concept for all police officers in the Law on the Establishment of the Police and the Law on Police Officers. Furthermore, in 2024, work is underway to revise the National Community Policing Model, and the model is being refined to reflect the experience and lessons learned from previous efforts. Thus, over the years, JICA’s support to the field of community policing has steadily produced positive results.

Regional Police Model of the Honduran National Police

The Honduran National Police Academy is one of the few police academies in the Latin American region that offers various educational opportunities, including in-service training for police officers, master’s programs open to the general public, and special courses. It has accepted the Guatemalan National Police for training, exchanged knowledge with police personnel from other countries in the region, and dispatched Honduran police officers to provide technical assistance in specific fields.

This seminar was held with the aim of sharing concepts with the citizens attending the seminar, with a focus on criminology and criminal investigation, but with particular emphasis on the cross-sectoral application of the National Community Police Model to police work, with the aim of ensuring that the National Police College of Honduras continues to play a central role in research and police education in the area of public security issues in the region. The seminar was held in Tokyo, Japan.

Opening remarks by Mr. Kadoya, Director, JICA Honduras Office

While criminology and investigative techniques were the introductory themes, specific strategies and methods were presented by various experts and practitioners on how police and communities can work together to contribute to crime prevention and solving.

Major topics included an introduction to basic theories and techniques of criminology and criminal investigation, the concept of community policing models, and suggestions and issues from both academic and practical perspectives regarding methodologies that promote community safety and harmony.

Specific examples were shared on how a practical approach based on the national community policing model can lead to more credible and effective policing in the community, and through them participants gained insight into approaches and strategies for working with communities in Honduran policing.

Participants not only from within Honduras but also from neighboring countries, including Guatemala, listened online, facilitating information sharing among the region.

In the Latin American region, which shares the common challenge of security issues, it is expected that the Honduran National Police Academy will grow into a leading institution for research on security issues and police education, and will contribute to the improvement of security in the region.

A similar seminar on criminology and investigative techniques will be held in November 2025.
