UN-Habitat, the secretariat of both the African Clean Cities Platform (ACCP) and the UN Secretary-General’s Zero-Waste Advisory Board, hosted this event on how to secure sustainable financing for waste management, including final disposal sites, one of the sources of greenhouse gases (GHG). The event was led by UN-Habitat, the secretariat of both the African Clean Cities Platform (ACCP) and the UN Secretary General’s Zero Waste Advisory Board.

Speakers from foundations and NGOs working on waste management issues in Africa and elsewhere shared their experiences in supporting social businesses engaged in waste management and recycling (e.g., strengthening accounting capacity, basket financing), while a speaker from a local government in Nigeria introduced the challenges of securing operating and maintenance funds. Mr. Shibata, Deputy Director of Global Environment Department of JICA, pointed out that only about 0.3% of the total donor support (International Development Cooperation) is directed to waste management (average rate of three years from 2003 to 2012). per capita, it was noted that the per capita funding for waste management is a very small percentage (0.9 USD) compared to the 31 USD per capita beneficiary funding for development funding as a whole. He also mentioned the need to increase support for waste management in light of the low priority given to waste management and the very small amount of aid received, as well as the need to consider the use of climate funds in the waste sector. In addition, he called for the establishment of a sustainable financing system to promote investment in waste management infrastructure and its proper operation and maintenance, as well as the strengthening of soft capacities and the mobilization of financial and technical partners. He also called for strengthening efforts toward TICAD 9 and the ACCP Plenary Meeting to be held concurrently.
