Prof. Kitano delivered a JICA Chair Special Lecture at the National University of Mongolia on December 16 titled “Japan’s Experience in Urban and Regional Development.

The lecture was attended by a total of 84 people, including the President of Ochirkhoyag National University, the Director of the JICA Mongolia Office Mr. Miyagi, researchers, graduate and undergraduate students from the National University of Mongolia, the Mongolian University of Science and Technology, and the University of Life Sciences.

In his presentation, he explained Japan’s experience in regional development during its rapid economic growth period, Tokyo’s experience in developing railroad lines, Japan’s urban planning system and compact plus network policy, and the case of Utsunomiya City.

Participants discussed the current state of traffic congestion and air pollution in Ulaanbaatar, the challenges and solutions in light of Japan’s experience, how to introduce LRT, subway, etc. without energy independence, how compact urban planning is needed to prepare for the challenges of a declining birthrate and population like Japan, what the impact of banning automobiles in the central city center would be, and how to create a living environment for young people to migrate to the countryside. The discussion was lively from a wide range of perspectives, including the necessity of introducing LRTs, subways, etc. without energy independence, the impact of banning automobiles in central urban areas, and the development of living environments for young people to move to rural areas.
