■Title
Transforming care and support systems: learning from the report of the Office of the United Nations High Commissioner for Human Rights (UN Human Rights)
■Purpose
During the global outbreak of the new coronavirus, medical, educational, welfare, and other services collapsed, highlighting the inequality and weakness of the social system toward women, who are responsible for free domestic and care labor. Against this backdrop, discussions on “care” attracted attention, especially in Latin America. Discussions on “support (assistance)” were also greatly heightened as people in need of care and support (assistance) lost their autonomous lives due to the lockdown caused by the coronavirus and the suspension of social services, and social isolation and marginalization became more serious. These debates have become a global theme, advocating the need to review and reform various systems of “care and support” (social security, labor, medical care/health, education, infrastructure, etc.) on the basis of human rights. This session will provide an opportunity to learn about this theme and consider the responses required in Japan and abroad.
