The tax amount will be increased for each category of room charge, e.g., from 200 yen to 400 yen for room charges of 6,000 yen or more to less than 20,000 yen, from 500 yen to 1,000 yen for room charges of 20,000 yen to 50,000 yen, and so on. In addition, a new category will be established for lodging rates of less than 6,000 yen and 100,000 yen or more, in an effort to make the burden more equitable.
On January 14, Kyoto City announced a revised plan to raise the lodging tax in an effort to further harmonize and balance citizen life and tourism, and will propose an ordinance amendment to the city assembly in February, with the aim of applying the tax from March 2026.

Less than 6000 yen: 200 yen
More than 6,000 yen to less than 20,000 yen: 400 yen
More than 20,000 yen to less than 50,000 yen: 1,000 yen
More than 50,000 yen to less than 100,000 yen: 4,000 yen
100,000 yen or more: 10,000 yen
The city expects to receive approximately 12.6 billion yen in tax revenues from the revised accommodation tax, and aims to realize “sustainable tourism” with a high level of satisfaction among citizens, tourists, and businesses through tourism promotion such as cultural inheritance and development, and measures for tourism issues such as easing congestion at tourist spots and public transportation.
Kyoto City introduced a lodging tax in 2018. The city has been working to improve satisfaction for both citizens and tourists through the establishment of a new tourist express bus service and the elimination of power poles, but as the tourism recovery has rekindled tourism issues, the city is reviewing the lodging tax to promote measures that will help citizens realize that tourism is linked to the richness of their lives.
In addition, the tax exemption and other programs for students on school excursions will be maintained, and the subsidy rate for special collection administration subsidies to support cashless payment of lodging tax and compliance with tax increases will be increased by 3% (3.5% for 5 years from the FY2025 grant).
