On February 12, a JICA Chair Special Lecture titled “Japan’s Experience in Public Participatory Public Transport Oriented Development (TOD)” was held at the National University of Mongolia, inviting Ms. Tomoko Abe as a lecturer. This is a follow-up to the JICA Chair’s Special Lecture on “Japan’s Experience in Urban and Regional Development” given by Professor Kitano on December 16, 2011 at the same university.
A total of 72 people attended the lecture, including the Vice President of the National University of Gonbukhbaatar, the National University of Mongolia, the Mongolian University of Science and Technology, lecturers, researchers, graduate students, and university students.
In his presentation, Mr. Abe introduced Japan’s experience with public transportation oriented development with resident participation, the significance and purpose of TOD, Japan’s experience with urban development integrated with railroad development, Japanese TOD projects, and the challenges and possibilities for promoting TOD in Mongolia.
The participants expressed their appreciation for the lecture, which was very interesting in considering measures to address urban issues such as traffic congestion that Mongolia is currently facing, and for the excellent Japanese case studies that could be introduced in Mongolia. In response to the explanation of the history of subway development in Japan, he explained that in Mongolia, there is no subway system, so how to promote TOD centering on bus terminals in the short term, how to form residents’ organizations in Mongolia due to the nomadic social culture, while in Japan, communities are strong in terms of development with residents’ participation, and how to develop a city with a cold climate similar to that of Mongolia. In the case of Mongolia, how can TOD be promoted in local urban areas?
