MOU Signed with Brazilian Ministry of Integration and Regional Development for Cooperation in the Field of Disaster Reduction – Further Development of Cooperation between the Two Countries in the Field of Disaster Reduction | News & PR

Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation with Brazil’s Ministry of Integrated Regional Development on March 25 to further develop cooperation in the field of disaster management. The signing took place at JICA’s Kojimachi Headquarters between Waldez GÓES, Minister of Integrated Regional Development, and JICA Vice President Katsura Miyazaki. This agreement will specifically promote the further strengthening of cooperation between the two countries in the field of disaster management, which was confirmed during the Japan-Brazil Summit held in May 2024.

This MOU is signed to further develop cooperation between the two countries in the field of disaster prevention.

Following the 2011 landslide disaster caused by torrential rains in the state of Rio de Janeiro, JICA has been strengthening the capacity of Brazilian government officials in disaster risk reduction through the technical assistance “Project for Strengthening the National Strategy for Integrated Natural Disaster Risk Management”. The current project, “Capacity Building on Landslide Disaster Mitigation for Building Resilient Cities,” aims to reduce disaster risks through the transfer of technology related to the construction of erosion control weirs for mudslides, among others. In May last year, more than 2.4 million people were affected by the massive torrential rain disaster that occurred in the state of Rio Grande do Sul, and it is necessary to continue efforts to strengthen disaster prevention measures. In addition, during the Brazil-Japan Summit Meeting held in the same month, the “Brazil-Japan Partnership on Environment, Climate, Sustainable Development and a Resilient Economy” was launched, and it was confirmed that cooperation between the two countries in the field of disaster reduction will be further strengthened.

Specifically, the parties agreed to (1) recognize the importance of proactive investment in disaster reduction as advocated by the Sendai Framework for Disaster Reduction and aim to reflect this in Brazil’s disaster reduction policy, and (2) continue to discuss the possibility of further cooperation while strengthening structural countermeasures capacity through ongoing technical cooperation.

JICA intends to further strengthen its cooperation with Brazil in disaster prevention and recovery, as well as in combating climate change, which is one of the causes of the high incidence of disasters in the country.
