On March 5, 2025 (local time), the 7th Meeting of the Friends Group on Human Security was held at the Permanent Mission of Japan to the United Nations in New York, USA, under the theme of “Human Security in a New Era”, with JICA Director Imoto participating as a speaker.

In addition to Director Imoto, the main speakers are President of the 79th UN General Assembly Jan Jan, UNDP President Steiner, Permanent Representative of Japan to the UN Yamazaki, and IOM New York Office Director Liljert.

The Human Security Friends Group was formed in 2021, co-chaired by the Permanent Representatives of Japan, Costa Rica, and Senegal to the United Nations, in recognition of the need to reinvigorate discussion on the concept of human security as the international community seeks to recover from the new coronavirus. Six meetings have been held through December 2023. Its predecessor, Friends of Human Security, was formed in 2006 as a New York-based informal and free forum and held a total of seven meetings through 2009. This led to the adoption of UN General Assembly Resolution 66/290 in 2012, which describes a common understanding of human security.

The theme of this year’s meeting was “Human Security in the New Era,” and JICA Director Imoto took the stage as a panelist to introduce JICA’s work in the water sector in Uganda as a good example of “Human Security x Digital” (the following image is an excerpt from the presentation material), and also touched on the importance of explaining in simple terms the contribution of human security to building a more resilient society. He also touched on the importance of explaining in an easy-to-understand manner the contribution that human security can make toward building a more resilient society. Based on specific examples, participants commented on the need for further utilization of digital technology while emphasizing a human-centered approach, and the affinity between the concept of “no one left behind” and the approach of human security to focus on vulnerable groups.
