Location: Khiwo, Ukraine

JICA has conducted cyber security training for cyber engineers and managers in Khiwo, Ukraine, in cooperation with CRDF Global, a U.S. non-profit organization. JICA, in cooperation with CRDF Global, a US NPO, conducted a cyber security training course for cyber engineers and managers in Khiwo, Ukraine, which was followed by a similar course (HackWave) in 2023. This year’s training focused on the energy and telecommunications sectors of critical infrastructure.

Contents

About 80 cyber technicians and managers working for the National Security and Defense Council of Ukraine (NSDC) and electric power and telecommunications companies were trained on how to strengthen their technical skills to detect and respond to cyber attacks and how to communicate during incidents based on scenarios, with a focus on the energy and telecommunications sectors. The training was conducted with a special focus on the energy and telecommunications sectors.

The first day of the training began with a moment of silence for all participants, as it was the third anniversary of the Russian invasion. The training was held in an underground venue to avoid interruptions caused by air raid warnings. From Japan, Mr. Matsunaga, Director of JICA Ukraine Office, gave opening remarks, and officials from Cabinet Cyber Security Center (NISC) and Nippon Telegraph and Telephone Corporation (NTT) participated from online.

Sharing trends in attackers’ attack methods and how to respond to them is extremely useful for improving cyber security resilience, and it is hoped that this training will contribute to the development of a more resilient cyber security system in Ukraine.
