Background and Objectives
As a project that embodies the theme of Expo 2025 Osaka-Kansai “Designing a Future Society that Shines with Life,” “Building a Sustainable Future through the Power of Co-Creation: JICA/DRLC’s Disaster Reduction Platform” was selected as a “Best Practice” by the Exposition Association.
The “Best Practices” program, which has been implemented continuously since Expo 2010 in Shanghai, is a program to present high-quality projects that solve important global issues. This year, 25 projects were selected from among those submitted from around the world for their compatibility with the Expo theme, certainty of impact, potential for regional expansion, and other promising contributions to a better future.

Contents
(1) Application for Co-Creation Challenge Best Practices
Hyogo Prefecture was severely damaged by the Great Hanshin-Awaji Earthquake. After the disaster, the prefecture received a variety of assistance not only from within Japan but also from around the world to rebuild and restore the affected areas. In April 2007, Hyogo Prefecture and JICA collaborated to establish the International Disaster Reduction Learning Center (Disaster Reduction Learning Center) in order to repay the many assistance received and to share the lessons learned from the disaster and the experience of recovery and reconstruction with the rest of the world. The reason for applying to the Osaka-Kansai Expo Co-Creation Challenge this time was to use the opportunity of the 2025 Expo, which will mark the 30th anniversary of the earthquake, to communicate JICA/DRLC’s efforts and the importance of disaster preparedness to the world.
(2) Contents of presentation
The presentation introduced the background of the establishment of DRLC and the activities of DRLC based in the Kansai Center, including the planning and operation of training programs for government officials and experts in developing countries for the purpose of improving disaster preparedness. In addition to disaster preparedness planning, infrastructure development, and the development of mutual aid systems among local residents, DRLC also provides training in emergency rescue techniques, disaster medical care, and post-disaster mental health care. The DRLC’s training program is also designed to provide participants with the lessons learned from the Great Hanshin-Awaji Earthquake and its aftermath, as well as to provide them with the necessary skills to deal with the aftermath of a disaster.
Since its establishment in 2007, the DRLC has served as a platform for disaster management professionals from around the world to meet and learn from each other in Japan.

In the 30th anniversary year of the Great Hanshin-Awaji Earthquake, DRLC expressed its gratitude for being selected as a Best Practice at the Osaka-Kansai Expo, which is being held in the disaster-stricken Kansai region, for its efforts to convey the lessons of the earthquake and the experience of recovery to the world. This award is a testament to the global recognition of the significance of disaster reduction and the importance of preparedness,” concluded the panel talk by the award winners following the presentation of their activities.
Through this event, we were able to publicize not only the activities of JICA/DRLC, but also the importance of disaster preparedness, which is a common issue worldwide.
