The Japan International Cooperation Agency (JICA) signed a loan agreement with Masdar IPH Wind S.A.E, a renewable energy developer in the Arab Republic of Egypt, on December 7, 2024, and is now expected to execute the loan.
The project is co-financed by the European Bank for Reconstruction and Development (EBRD), PROPARCO, and the Green Climate Fund (GCF). The loan will be cofinanced by the European Bank for Reconstruction and Development (EBRD), PROPARCO and the Green Climate Fund (GCF).

Ras Ghaleb Wind Power Project
Business Objectives
This project will construct and operate a wind farm and related facilities in the Ras Ghaleb area of the Red Sea Governorate in eastern Egypt to increase and diversify the country’s electricity supply, thereby contributing to sustainable economic development and climate change mitigation.
Business Overview
Construction and operation of a wind power plant (rated capacity of 200 MW) and transmission and substation facilities. Purchase of the entire amount of electricity generated based on the Power Purchase Agreement (PPA) with the Egyptian Electricity Transmission Company (EETC), the borrower. The debt of EETC is guaranteed by the Ministry of Finance of the Egyptian Government.
