Training was provided to Cambodia, the Philippines, and Bhutan in cooperation with the International Telecommunication Union (ITU)1 to improve their cybersecurity capabilities.
JICA and ITU signed a Joint Statement in January 2025 to collaborate in the digital field, including cyber security, in the Asia-Pacific region. Based on this agreement, we are working on technical training opportunities and awareness-raising activities related to cyber security in various countries.
In Cambodia and the Philippines, lecturers dispatched by ITU gave lectures and conducted desk exercises on CSIRT2 design, cyber strategy development practices, cyber threat identification, cyber incident response, etc. to counterparts from the Ministry of Posts and Telecommunications of Cambodia, the Ministry of Information and Communications of the Philippines, and critical infrastructure providers in each country. Lectures and desk exercises were conducted.
In February 2025, a training course on cybersecurity incident response at the national level, etc. was conducted for senior officials of the Bhutanese government at the ITU Asia and Pacific Office in Bangkok. Furthermore, in May 2025, ITU lecturers introduced cybersecurity initiatives and conducted lectures and exercises by ITU lecturers for the management of critical infrastructure providers in Bhutan, including financial, energy, and telecommunications companies.
Through these activities, JICA will contribute to the capacity building of countries in the digital field, including cyber security, and will continue to collaborate with the ITU, a specialized organization in this field, for more effective implementation of these activities.
