Signed a grant aid agreement for Sierra Leone: Contributed to the stable supply of electricity to un-electrified areas through the construction of substations and transmission lines.

On December 19, 2022, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of the Republic of Sierra Leone in Freetown, the capital of Sierra Leone, for a grant aid of up to 2.07 billion yen for the “Electricity Distribution Network Expansion Project along Freetown Peninsula”: (G/A) for the “Electricity Distribution Network Expansion Project along the Freetown Peninsula.

In Sierra Leone, the country’s infrastructure, including power generation and distribution facilities, was severely damaged as a result of the civil war that began in 1991 and lasted approximately 10 years. While post-civil war reconstruction is progressing, the supply of electricity is not keeping up with the accelerating increase in demand, hampering the provision of basic social services such as education and medical care. In addition, in order to break free from poverty, which was also a factor in the civil war, it is essential to promote industrial development, and improving access to electricity is crucial as the foundation for such development.

This project involves the construction of a substation and power distribution network in the southern part of the Freetown Peninsula, where the capital city is located. In the northwestern part of the Freetown Peninsula, Japan has already constructed power distribution lines under the past grant assistance “Emergency Rehabilitation of Power Distribution Network Project”, and the World Bank is constructing the northeastern part of the Freetown Peninsula. The entire Freetown Peninsula will be electrified through this project.

This project will contribute to the strengthening of basic infrastructure and economic growth in Sierra Leone through the stable supply of electricity to un-electrified areas, thereby contributing to SDG Goal 7 (Make energy clean for all), Goal 9 (Build a foundation for industrial and technological innovation) and Goal 11 (Create livable communities). Goal 11: Build Liveable Communities.
