In Sudan, the National Health Sector Strategic Plan II (2012-2016), a mid-term health goal, has been developed by the Ministry of Health. One of the pillars of this strategy is to expand coverage and improve the quality of primary health care (PHC). However, the necessary funds and equipment have not fully reached medical facilities at the PHC level in rural areas, making it difficult to provide services on a continuous basis. In response to this, the government is working to provide social relief to vulnerable groups through health insurance, another pillar of the above strategy, by making national health insurance coverage mandatory and reforming the National Health Insurance Fund, etc. However, the national health insurance system to achieve UHC still has areas that need to be improved, and a mechanism to efficiently operate and manage limited health insurance funds is still under study. It is necessary to examine mechanisms for efficient operation and management of limited health insurance funds, and to improve health and medical services.
This collaboration will strengthen the national health insurance system for health financial management and quality health service delivery by strengthening the PHC facility certification system, health insurance billing system, and strategic payment capacity for PHC in the target regions, and will contribute to the nationwide expansion of these achievements.
