TOD Urban Development Capacity Building Support Project

In Dar es Salaam, Tanzania, the population increase due to economic growth has led to an increase in the number of private vehicles owned, and traffic congestion has become a problem on the main roads. Therefore, the government of Tanzania is promoting the development of a Bus Rapid Transit (BRT) system in Dar es Salaam to improve the convenience of public transportation. Under these circumstances, the Japanese government cooperated in the revision of the Dar es Salaam Urban Transport Master Plan (“Urban Transport MP”), in which the concept of a “Public Transport Oriented (TOD) Mega City” was proposed, and based on the concept of public transport oriented development (TOD), a sustainable urban The project proposed a sustainable urban structure centered on public transportation based on the concept of public transportation-oriented development (TOD). On the other hand, no higher-level plan for land use in Dar es Salaam had been developed for a long time, but in 2020, the “Dar es Salaam City Master Plan 2016-2036” (“Urban MP”) was developed, and this Urban MP was positioned as one that also includes the Urban Transport MP within it, and The Urban MP provides the direction for the urban development of the City of Dar es Salaam and serves as the basis for the implementation of individual projects. However, this urban MP does not sufficiently address the approach of promoting TOD mainly along the BRT line, and it is important to identify the base stations for advancing TOD, to draw up a TOD strategy for the entire line to determine priorities and scenarios, and to develop a TOD strategy for the entire line, which is an important initiative for the sustainable growth of Dar es Salaam, where the population is expected to continue to increase in the future. The key is to promote development and guide development.

This cooperation will contribute to the promotion of the TOD approach by strengthening the capacity of relevant agencies to plan and implement TOD along the BRT line in Dar eslam by developing TOD strategies and guidelines and a coordination mechanism for relevant agencies.
