Timor-Leste has positioned the development of infrastructure in the port sector as one of the priority issues in its national development plan, and is working to strengthen the country’s maritime transportation network. In addition to the construction and operation of the Port of Tivar, a new international port that will replace the Port of Dili and handle international maritime cargo, Timor-Leste has also set its sights on developing ports throughout the country. However, due to budget constraints and other factors, the government has not yet formulated a plan for the rehabilitation and development of ports nationwide, and some existing ports have become unusable due to the aging of their facilities.
The cooperation will promote the development of priority development ports and contribute to strengthening connectivity through the development of a strategic national port development master plan.
