The Japan International Cooperation Agency (JICA) signed a Loan Agreement (L/A) with the Government of the Republic of India on March 29 in Delhi for four projects totaling up to 426,814 million yen.
The following four projects are covered by the yen loan agreements signed this time.
(1) Patna Metro Construction Project (Phase I) (Loan amount: 98,612 million yen)
(2) Forest and Biodiversity Conservation Project for Climate Change Mitigation in West Bengal (Loan amount: 9,308 million yen)
(3) Rajasthan Water Sector Livelihood Improvement Project (Phase II) (Loan amount: 18,894 million yen)
(4) Mumbai-Ahmedabad High Speed Rail Construction Project (Phase IV) (Loan amount: 300 billion yen)
Details of each business are as follows
(1) The Patna Metro Rail Construction Project (Phase I)
(a) Purpose and outline of business
This project aims to meet the increasing transportation demand in Patna, the capital of Bihar Province, by constructing Metro Lines 1 and 2, which will operate in the city center. The project will contribute to the improvement of the urban environment, local economic development, and mitigation of climate change in the region through urban development centered on public transportation, and will contribute to Goals 8, 9, 11, and 13 of the SDGs (Sustainable Development Goals).

(2) The Project for Forest and Biodiversity Conservation for Climate Change Response in West Bengal
(a) Purpose and outline of business
This project aims to mitigate and adapt to climate change and protect and restore ecosystems in the state of West Bengal in eastern India through ecosystem-based climate change countermeasure activities, biodiversity conservation and restoration activities, livelihood improvement activities for local residents, and strengthening the organizational structure of the Forest Department. The project will contribute to the sustainable socio-economic development of the region and contribute to SDG Goals 1, 5, 13, and 15.

This project aims to improve irrigation efficiency and agricultural productivity in Rajasthan by rehabilitating aging irrigation facilities and supporting farmers based on market demand, including promotion of women’s participation in agriculture. The project will contribute to the improvement of livelihoods of farmers in the region and the promotion of women’s participation in socioeconomic activities, thereby contributing to SDG Goals 1, 2, 5, and 13.

(4) Project for the Construction of Mumbai – Ahmedabad High Speed Rail (IV)
(a) Purpose and outline of business
This project aims to establish a high-frequency mass passenger transportation system by constructing a high-speed railroad using Japan’s Shinkansen system along a 500 km section between Mumbai in Maharashtra and Ahmedabad in Gujarat. The project will improve the efficiency of the transportation network in the region and contribute to the broad economic development of the target area, thereby contributing to SDG Goals 8, 9, 11, and 13.
